In light of Israel’s persistent violations of international law; and

Given that, since 1948, hundreds of UN resolutions have condemned Israel’s colonial and discriminatory policies as illegal and called for immediate, adequate and effective remedies; and

Given that all forms of international intervention and peace-making have until now failed to convince or force Israel to comply with humanitarian law, to respect fundamental human rights and to end its occupation and oppression of the people of Palestine; and

In view of the fact that people of conscience in the international community have historically shouldered the moral responsibility to fight injustice, as exemplified in the struggle to abolish apartheid in South Africa through diverse forms of boycott, divestment and sanctions; and

Inspired by the struggle of South Africans against apartheid and in the spirit of international solidarity, moral consistency and resistance to injustice and oppression;

We, representatives of Palestinian civil society, call upon international civil society organizations and people of conscience all over the world to impose broad boycotts and implement divestment initiatives against Israel similar to those applied to South Africa in the apartheid era. We appeal to you to pressure your respective states to impose embargoes and sanctions against Israel. We also invite conscientious Israelis to support this Call, for the sake of justice and genuine peace.

These non-violent punitive measures should be maintained until Israel meets its obligation to recognize the Palestinian people’s inalienable right to self-determination and fully complies with the precepts of international law by:

1. Ending its occupation and colonization of all Arab lands and dismantling the Wall
2. Recognizing the fundamental rights of the Arab-Palestinian citizens of Israel to full equality; and
3. Respecting, protecting and promoting the rights of Palestinian refugees to return to their homes and properties as stipulated in UN resolution 194.

A un año después de la histórica Opinión Asesora de la Corte Internacional de Justicia (CIJ) que encontró que el Muro de Israel construido sobre territorio palestino es ilegal, Israel continúa su construcción del Muro colonial con un total desprecio a la decisión de la Corte. Después de 38 años de ocupación israelí de la Franja de Gaza y Cisjordania palestinas (incluyendo Jerusalén Oriental) y de los Altos del Golán sirios, Israel continúa expandiendo las colonias judías. Ésta ha anexionado unilateralmente Jerusalén Oriental y los Altos del Golán ocupados y ahora está anexionando de facto enormes partes de Cisjordania por medio del Muro. Israel está preparando también – a la sombra de su reorganización planeada para la Franja de Gaza – construir y expandir colonias en Cisjordania. Cincuenta y siete años después de la construcción del estado de Israel principalmente sobre tierra vaciada étnicamente de sus dueños palestinos, una mayoría de los palestinos son refugiados, muchos de los cuales están sin un estado. Además del consolidado sistema de discriminación racial contra sus propios ciudadanos árabe-palestinos que permanece intacto.

A la luz de las persistentes violaciones de Israel de la legislación internacional, y

Dado que, desde 1948, cientos de resoluciones de la ONU han declarado ilegales las políticas coloniales y discriminatorias de Israel y demandaron medidas inmediatas, adecuadas y efectivas, y

Dado que todas las formas de intervención internacional y pacíficas hasta ahora han fallado en convencer y obligar a Israel para que cumpla con la legislación humanitaria, que respete los derechos humanos fundamentales y para que termine su ocupación y opresión del pueblo palestino, y

En vista del hecho que los pueblos conscientes en la comunidad internacional históricamente han cargado la responsabilidad moral de luchar contra la injusticia, como fue en la lucha para abolir el apartheid en Sudáfrica a través de diversas formas de boicots, desinversiones y sanciones;

Inspirados por la lucha de los sudafricanos contra el apartheid en el espíritu de la solidaridad internacional, consistencia moral y resistencia a la injusticia y opresión,

Nosotros, representantes de la sociedad civil palestina, demandamos a las organizaciones de la sociedad civil internacional y a las personas conscientes de todo el mundo a imponer amplios boicots e implementer desinversiones contra Israel, de manera similar a aquellas aplicadas a Sudáfrica en la era del apartheid. Demandamos a ustedes que presiones a sus respectivos estados para que impongan embargos y sanciones contra Israel. Invitamos también a los israelíes conscientes a apoyar esta demanda, por el bien de la justicia y una paz verdadera.

Estas medidas punitivas no violentas deberían ser mantenidas hasta que Israel cumpla su obligación de reconocer el derecho inalienable del pueblo palestino a la autodeterminación y acate completamente los preceptos de la legislación internacional por medio de:

1. La finalización de su ocupación y colonización de todas las tierras árabes y el desmantelamiento del Muro;
2. El reconocimiento de los derechos fundamentales de los ciudadanos árabe-palestinos de Israel para una igualdad completa; y
3. Respetando, protegiendo y promoviendo los derechos de los palestinos refugiados a retornar a sus casas y propiedades como lo estipuló la resolución 194.

Un an après que l’avis consultatif historique de la Cour Internationale de Justice (CIJ) qui a jugé illégal le mur qu’Israel construit sur le territoire palestinien occupé, Israel continue sa construction du mur colonial au mépris total de la décision de la Cour. Après trente huit ans d’occupation par Israel de la Cisjordanie palestinienne (y compris Jérusalem-Est), de la Bande de Gaza et des Hauteurs du Golan syriens, Israel continue à accroître les colonies juives. Il a unilatéralement annexé Jérusalem-Est Occupé et les Hauteurs du Golan et annexe maintenant de facto de grandes parties de la Cisjordanie à l’aide du mur. Israel prépare également, dans l’ombre, son redéploiement prévu de la bande de Gaza – pour établir et accroître les colonies en Cisjordanie. Cinquante sept ans après que l’Etat d’Israel ait été établi principalement sur la terre éthniquement nettoyée de ses propriétaires palestiniens, une majorité de Palestiniens sont des réfugiés, dont la plupart sont apatrides. D’ailleurs, le système de discrimination raciale contre ses propres citoyens Arabes-Palestiniens derrière lequel il s’est retranché demeure intact.

À la lumière des violations persistantes du droit international par Israel,

Étant donné que, depuis 1948, les centaines de résolutions de l’ONU ont condamné les politiques coloniales et discriminatoires d’Israel en tant qu’illégales et ont appelé à des remèdes immédiats, proportionnés et efficaces,

Étant donné que toutes les formes d’intervention internationale et de tentatives de paix n’ont pas jusqu’ici convaincu ou forcé Israel à se conformer à la loi humanitaire, à respecter les Droits de l’Homme fondamentaux et à mettre fin à son occupation et son oppression du peuple de la Palestine,

En raison du fait que les personnes de conscience parmi la communauté internationale ont historiquement endossé la responsabilité morale de combattre l’injustice, comme illustré dans la lutte pour abolir l’Apartheid en Afrique du Sud par diverses formes de boycott, de retrait d’investissement et de sanctions;

Inspirés par la lutte des Sud-Africains contre l’Apartheid et dans l’esprit de la solidarité internationale, de la cohérence morale et de la résistance à l’injustice et à l’oppression,

Nous, représentants de la Société Civile Palestinienne, invitons les organisations des sociétés civiles internationales et les gens de conscience du monde entier à imposer de larges boycotts et à mettre en application des initiatives de retrait d’investissement contre Israel tels que ceux appliqués à l’Afrique du Sud à l’époque de l’Apartheid.

Nous faisons appel à vous pour faire pression sur vos états respectifs afin qu’ils appliquent des embargos et des sanctions contre Israel. Nous invitons également les Israéliens honnêtes à soutenir cet appel, dans l’intérêt de la justice et d’une véritable paix.

Ces mesures de sanction non-violentes devraient être maintenues jusqu’à ce qu’Israel honore son obligation de reconnaître le droit inaliénable des Palestiniens à l’autodétermination et respecte entièrement les préceptes du droit international en :

1. Mettant fin à son occupation et à sa colonisation de tous les terres Arabes et en démantelant le Mur
2. Reconnaissant les droits fondamentaux des citoyens Arabo-Palestiniens d’Israel à une égalité absolue; et
3. Respectant, protégeant et favorisant les droits des réfugiés palestiniens à revenir dans leurs maisons et propriétés comme stipulé dans la résolution 194 de l’ONU

Un anno dopo lo storico parere consultivo della Corte Internazionale di Giustizia (ICJ) che ha giudicato illegale il Muro costruito da Israele nei territori Palestinesi occupati, Israele continua la costruzione del Muro coloniale in totale disprezzo della decisione della Corte. Dopo 38 anni di occupazione della Cisgiordania Palestinese (compresa Gerusalemme Est), della Striscia di Gaza e delle alture siriane del Golan, Israele continua a espandere le colonie ebraiche. Israele si è annessa unilateralmente Gerusalemme-Est occupata e le alture del Golan e sta ora di fatto annettendosi per mezzo del Muro parti importanti della Cisgiordania.

Israele si sta anche preparando – all’ombra del suo previsto ritiro dalla Striscia di Gaza – a costruire e espandere le colonie nella Cisgiordania. Cinquantasette anni dopo che lo Stato di Israele è stato costituito sulla terra ripulita etnicamente dei suoi proprietari palestinesi, una maggioranza di palestinesi sono profughi, molti dei quali senza una nazione. Inoltre, il rafforzato sistema israeliano di discriminazione razziale contro i suoi cittadini Arabo-Palestinesi rimane intatto.

Alla luce delle sistematiche violazioni del diritto internazionale da parte di Israele, e

Noi, rappresentanti della società civile palestinese, chiediamo alle organizzazioni internazionali della società civile ed alle coscienze degli uomini di tutto il mondo di imporre ampi boicottaggi e realizzare iniziative di disinvestimento contro Israele simili a quelle applicate al Sud Africa nel periodo dell’apartheid. Noi facciamo appello a voi perchè facciate pressione sui vostri rispettivi stati per imporre embargo e sanzioni contro Israele. Noi invitiamo anche gli israeliani di buona volontà a sostenere questa richiesta, nell’interesse della giustizia e di una pace effettiva.

Queste misure punitive non-violente dovrebbero essere mantenute fino al momento in cui Israele fa fronte ai suoi obblighi di riconoscere il diritto inalienabile del popolo Palestinese all’autodeterminazione e di rispettare completamente le norme del diritto internazionale:

• Ponendo termine alla occupazione e alla colonizzazione di tutte le terre arabe e smantellando il Muro

Ein Jahr nach dem historischen Gutachten des Internationalen Gerichtshof (IGH), welches den israelischen Mauerbau in den besetzten palästinensischen Gebieten für illegal befunden hatte, setzt Israel den Bau der Mauer, entgegen der Entscheidung des IGH, fort. Achtunddreißig Jahre nachdem Israel die Westbank (inklusive Ost-Jerusalem), den Gaza Streifen und die syrischen Golanhöhen besetzt hat, wird der Ausbau von jüdischen Siedlungen vorangetrieben. Israel hat einseitig das besetzte Ost-Jerusalem und die Golanhöhen annektiert, und annektiert nun, durch den Mauerbau, de facto auch große Teile der Westbank. Israel plant ebenfalls – im Schatten der Siedlungs- und militärischen Verlagerung aus dem Gaza Streifen – neue Siedlungen in der Westbank zu bauen und bereits bestehende zu erweitern. Siebenundfünfzig Jahre nachdem der Staat Israel größtenteils auf Land gegründet wurde, das zuvor von seinen palästinensischen BesitzerInnen ethnisch gesäubert wurde, sind die meisten dieser PalästinenserInnen Flüchtlinge ohne Staatszugehörigkeit. Ferner bleibt die in Israels System verwurzelte rassistische Diskriminierung von seinen eigenen arabisch-palästinensischen StaatsbürgerInnen intakt.

Angesichts Israels anhaltender Verstöße gegen internationales Recht; und Aufgrund der Tatsache, dass seit 1948 hunderte von UN Resolutionen die koloniale und diskriminierende Politik Israels als illegal verurteilt und sofortige, adäquate und effektive Maßnahmen gefordert haben; und

Aufgrund der Tatsache, dass sämtliche internationale Interventionen und Friedensbestrebungen nicht in der Lage waren, Israel zu überzeugen oder zu zwingen, den Konventionen des Humanitären Rechts genüge zu leisten, die grundlegenden Menschenrechte anzuerkennen und die Besatzung und Unterdrückung der palästinensischen Bevölkerung zu beenden; und

In Anbetracht der Tatsache, dass in der Geschichte aufrichtige Menschen in der internationalen Gemeinschaft immer wieder die moralische Pflicht übernommen haben, gegen Unterdrückung zu kämpfen, wie es im Kampf gegen Apartheid in Südafrika die verschiedenen Formen von Boykott, Investitionsentzug und Sanktionen gezeigt haben;

Inspiriert vom Kampf der Südafrikaner gegen die Apartheid, und im Sinne der internationalen Solidarität, moralischen Standfestigkeit und des Widerstands gegen Ungerechtigkeit und Unterdrückung,

Rufen wir, RepräsentantInnen der palästinensischen Zivilgesellschaft, internationale Organisationen und alle rechtschaffenen Menschen auf der ganzen Welt dazu auf, weitgreifend Boykotts and Investitionsentzug gegen Israel durchzusetzen, ähnlich der Maßnahmen gegen Südafrika während der Apartheid. Wir appellieren an Sie, Druck auf Ihren jeweiligen Staat auszuüben, um Embargos und Sanktionen gegen Israel zu erreichen. Wir laden ebenfalls gewissenhafte Israelis dazu ein, diesen Aufruf zu unterstützen, der Gerechtigkeit und einem echten Frieden willen.

Diese gewaltlosen Strafmaßnahmen müssen solange aufrecht erhalten bleiben, bis Israel seiner Verpflichtung nachkommt, den PalästinenserInnen das unveräußerliche Recht der Selbstbestimmung zuzugestehen, und zur Gänze den Maßstäben internationalen Rechts entspricht, indem es:

1. Die Besetzung und Kolonisation allen arabischen Landes beendet und die Mauer abreißt;
2. Das Grundrecht der arabisch-palästinensischen BürgerInnen Israels auf völlige Gleichheit anerkennt; und
3) Die Rechte der palästinensischen Flüchtlingen, in ihre Heimat und zu ihrem Eigentum zurückzukehren, wie es in der UN Resolution 194 vereinbart wurde, respektiert, schützt und fördert.
